The GHURC is also supporting the social and educational regneration of Gloucester through the commissioning of several important reports and studies.

Learning and Employment
The primary role of the Learning and Employment Panel is to provide specialist guidance to the Board on how to deliver “local jobs for local people” through various forms of intervention that will:-

Assist local residents to take up employment opportunities arising out of the URC Regeneration Programme, through structured training, advice and guidance;
Help employers and contractors in the URC area to source their labour requirements locally.

Identify the employment and training opportunities which will be generated in each of the ‘Magnificent Seven’ development areas.

Establish an Action Plan in conjunction with key learning and employment organisations to maximise these opportunities for local people.

Set targets and milestones in the Action Plan to deliver the agreed outputs, eg construction skills “shop” for Gloucester Quays.

Ensure the delivery of the Action Plan through the commitment of existing agencies (LSC, Job Centre Plus) or through the strengthening of such services between employers and local residents.

Ensure that the Action Plan is cognisant of the wider economic issues in the South West Region, the Cheltenham/Gloucester Principal Urban Area and the County of Gloucestershire.
